Empowering MSMEs and the Third Sector: The Results of DIGITopen’s Capacity Building Phase

As the digital landscape evolves, Micro, Small, and Medium Enterprises (MSMEs) and Third Sector Organizations (TSOs) often face significant hurdles, including limited funding and a lack of strategic digital vision. The DIGITopen project, funded by the Erasmus+ programme, was launched to bridge this gap by leveraging the power of open-source software (OSS) to boost digital transformation.

A pivotal part of this initiative is Work Package 4 (WP4) – Capacity Building, led by the Italian partner BASE3 Società Cooperativa. This phase focused on creating concrete tools to help organizations move toward digital autonomy.

Assessing Digital Readiness: The Self-Assessment Tool (SAT)

One of the flagship results of WP4 is the Self-Assessment Tool (SAT), accessible at https://sat.digitopen.eu/. This online software allows organizations to autonomously evaluate their current level of digital readiness and identify specific areas for improvement, with a particular focus on how open-source solutions can help.

Key features and findings of the SAT include:

  • Intuitive Interface: In a beta test involving over 100 users, the tool received high satisfaction scores for being user-friendly, even for those without advanced technical skills.
  • Actionable Insights: Based on user responses, the SAT generates a report depicting the current state of the organization and highlighting weaknesses that can be addressed through the DIGITopen toolkit.
  • Empowerment: Feedback indicates that the SAT acts as a powerful awareness-raising instrument, encouraging organizations to engage with digital transformation rather than merely complying with technical requirements.

Strategic Paths: The DIGITopen Guidelines

Complementing the SAT, the partnership developed the DIGITopen Guidelines and Recommendations for Sustainability and Transferability. These guidelines serve as an “educational transition package,” providing a structured roadmap for VET providers and policymakers to support the long-term adoption of an open-source culture.

The guidelines emphasize a phased roadmap for institutions to successfully transition to OSS:

  1. Adopt: Replace a proprietary solution with an open-source module.
  2. Adapt: Localize and customize content to fit specific sectoral needs.
  3. Integrate: Embed open-source practices into existing curricula and teacher training.
  4. Scale: Train instructors and replicate the model across different regions.
  5. Contribute: Share new resources and updates back to the open-source community.

Impact on the VET Ecosystem

The results of WP4 are designed to have a lasting impact beyond the project’s formal end. By providing Transferability Guidelines, the project ensures that its methodology can be scaled across Europe and adapted to various educational fields.

For VET providers, these results offer a way to align training with modern labor market needs, moving from product-based knowledge to concept-based knowledge. This approach not only reduces software costs but also enhances the employability of learners by equipping them with skills that are increasingly in demand in both the public and private sectors.

Through these capacity-building efforts, DIGITopen is fostering an environment where public money equals public code, ensuring that educational resources financed by the public yield a lasting public good.
